and I think this point should be put to the

Governor.

in "1" and embody para.4 of 2 and the penultimate para. of "3" in the despatch to the Governor,

asking him to take a suitable opportunity to

amend the Ordinance accordingly and meanwhile

to issue administrative instructions to see

that the objectionable provision should not be

acted upon.
